basically those idiots are now preventing you from taking more than 2 powerbanks (that includes the tiny ones you may have for your phone), no matter how good and safe they are. Instead you are still allowed to carry 20 unsafe lithium batteries with open terminals and carry the powerbank DC-DC converter part separately, because raw batteries is clearly more safe than enclosed ones that are carefully packaged in a protective shell with a protection circuit and fuses.
